Professor James E. Byrne Memorial Keynote Address
Keynote remarks focused on the United States’ commitment to enhance its export controls enforcement posture through the America First Trade Policy. The Bureau of Industry and Security (BIS), Office of Export Enforcement at the US Department of Commerce operates to enforce America’s export laws and ensure that strategic goods including the most sensitive technologies are kept out of the hands of US rivals and their proxies, while still allowing for the continuation of legitimate trade. Comments made by administration officials at the March 2025 BIS Update Conference on Export Controls and Policy indicate that the Trump administration will seek a dramatic increase in enforcement and fines for those who break the rules and urges industry officials to partner with BIS to ensure export controls are not circumvented.
